The following is a summary of Harrington Group Team members' capabilities, expertise and experience.


Harrington Group has assembled a broad and deep partnership fully capable of addressing the needs of the bulk of the prescribed functional areas in each of the seven cited Zones. We will achieve this through joining Harrington with a blend of ten partners, each of whom brings a mix of both specific and broad talents, ranging from very large businesses, a large business and a group of small businesses that encompass every available SBA certification. Our team composition allows us to address many of the goals of SeaPort-e and DOD to ensure business opportunities are provided to competent small and disadvantaged enterprises while at the same time providing depth across all Zones in the form of our large and very large partners.

The Harrington Group Team possesses expertise in the bulk, if not all, of the functional areas of each of the cited Zones. Our smaller partners often provide extensive functional coverage in specific Zones, while our larger partners provide functional depth across multiple Zones. We have completed the attached Table A’s to indicate the broadest participation practicable by our partners in each of the functional areas and Zones, with the inference being we have much more depth in these functional areas, across the board, than we can indicate in the space allotted in the respective Table A’s. Harrington Group has assembled the Team with a restricted size to ensure it remains manageable but with an intent to make it large enough to assure the Government we have sufficient presence and experience in each of the Zones. If required, we will be able to rapidly secure additional support should we not have it readily available within internal team resources. Our Team is especially strong in mission areas addressing Littoral Warfare, Ships and Ship Systems, and Surface Ship Combat Systems. Our functional areas reflect our expertise in these mission areas, with a special focus on Modeling, Software, Training and Program Management Support. Although our Table A’s indicate limitations on experience in Zone 7, our general depth across the board and our recruiting competence should assure the Government, when combined with our individual team members records of superb management and accomplishment, that we have the ability to secure the requisite talent and manage to the task in virtually any Zone under consideration.

The Harrington Group Team is extremely well resourced with talented personnel, representing a superb balance of practical experience, training and education. We believe our Team is prepared and can deliver to any of the myriad challenges presented to Industry by the broad spectrum of potential users who might avail themselves of the SeaPort-E contract.


The Harrington Group, Inc. (Harrington Group) is a Service-Disabled, Veteran-Owned Small Business (SDVOSB) established in 1991 and headquartered in Orlando, Florida. Harrington Group supports a wide range of products and services including software development, enterprise wide quality and business management systems, web-based distributed training (including the use of synthetic environments and gaming technology), electronic performance support systems, Interactive Electronic Technical Manuals (IETMs) and professional services (engineering, logistics, information technology, program management and administration). A unique area of support provided by Harrington Group’s Engineering Department is sound attenuation for both commercial and military applications.

From the receipt of their first delivery order over 15 years ago, Harrington Group has been a trusted partner providing customers with the highest quality products and services. The Harrington team has a comprehensive set of documented management and technical processes based on ISO 9001:2000. The consistency achieved through the application of these processes provides the foundation for predictable performance and our reputation for delivering high quality products and services, on-time and within budget.

Harrington Group has a broad range of military, government and commercial customers including the Army, Navy, Marine Corps, Air Force, NASA, Defense Logistics Agency, USDA, Boeing, Northrop Grumman, Lockheed Martin, Raytheon, Honeywell, Emerson Copeland, Bechtel SAIC, Schering Plough, Sikorsky, Siemens Westinghouse and the American Red Cross.


Booz-Allen Hamilton (BAH) adds significant breadth and depth to the Harrington Group Team. The specific office supporting the Team is based out of McLean, VA and solidifies our ability to provide support to virtually any functional area across all seven Zones. Booz-Allen brings the following special strengths to bear in support of the Virtual SYSCOM in responding to solicitations under SeaPort-e:

  • Maritime Enterprise Engineering and Management: Booz Allen has provided strategy and technology services to the Department of Navy for over 60 years. They currently provide support to nearly every organization in the Department. Their support is broad -- from developing enterprise-wide strategies to C4ISR systems engineering and deployment to maritime logistics -- Booz Allen considers the Navy one of the cornerstones of its Federal business.
  • IT Transformation, Strategy, and Design: Booz Allen Hamilton brings technical and functional expertise in systems development, engineering, and management to provide support through every phase of the information technology life cycle, including world-class design and engineering services.
  • Program Management and Defense Acquisition Support: Their professionals -combining technical and functional expertise in technology, engineering, and management- integrate sound management principles with the most appropriate technologies to assist Government leaders in effectively managing programmatic, schedule, and technical risks. They address many elements of the acquisition cycle, including technology demonstration/validation, testing of full-scale engineering development, production of systems, and installation management. Booz Allen's life cycle management services address every aspect of the program management and acquisition process.
  • Supply Chain Management: They take a top-down strategic approach to the supply chain, understanding that its management involves more than operations or logistics. Booz Allen Hamilton has been at the forefront of every major development in the field, from the extended enterprise and channel partners to strategic sourcing, manufacturing strategy, and new techniques for managing complexity. With each new development, they have helped the Government and commercial clients meet evolving challenges with sophisticated tools and solutions.
  • Wargaming and Strategic Simulation: Recognized worldwide as a leader in wargaming and strategic competitive simulations, Booz Allen Hamilton has created and facilitated wargames for the Office of the Secretary of Defense, military services, and numerous other Government organizations. They have also used advanced simulations as a strategic tool for Fortune 100 companies in the utility, manufacturing, pharmaceutical, agribusiness, and consumer product fields. Their wargame specialists design games to accommodate a wide range of scenarios, and explore the role of the latest technologies. Their state-of-the-art wargaming and modeling facilities give senior defense and business executives the ability to test advanced concepts, conduct integrated training, and engage in real-time interactive scenarios, including distributed simulations.

Northrop Grumman Corporation is a global defense company headquartered in Los Angeles, California Northrop Grumman provides technologically advanced, innovative products, services and solutions in systems integration, defense electronics, information technology, advanced aircraft, shipbuilding and space technology. With more than 125,000 employees, and operations in all 50 states and 25 countries, Northrop Grumman serves U.S. and international military, government and commercial customers.

Harrington Group personnel have a long history of working very successfully with Northrop Grumman and will build on that continuing relationship under SeaPort-e is awarded a prime contract. As one of the world’s largest corporate entities, Northrop Grumman is capable of performing tasks in all functional areas of SeaPort-e.


Columbia Research Corporation (CRC), a member of The Columbia Group, is a small business firm with a long history of success in providing quality engineering, logistics, program management, financial support, information technology and administrative services to the Navy and Marine Corps. CRC was founded in 1967 and has emerged as a trusted name in professional services to the Government and commercial sector customers specializing in engineering, logistics, engineering management, information technology, and providing clerical and professional support services. This experience was gained while supporting many Government and commercial activities and executing more than 120 contracts over the past thirty years. CRC is known for high quality service and for possessing a seasoned staff, each expert in his/her own particular field. CRC’s corporate headquarters is located in the Maritime Plaza building at 1201 M Street, SE, adjacent to the Washington Navy Yard. CRC can provide conference room and meeting facilities for five to thirty five people within a ten-minute walk from the Washington Navy Yard to facilitate interface with any other DOD organization. Their corporate office has a TOP SECRET facility clearance with SECRET storage capability and is ISO 9001:2000 certified. They also have offices located at Crystal City, VA, Alexandria, VA, Quantico, VA, and Panama City, FL. Columbia Research is currently providing engineering, logistics, budget and financial, clerical and administrative support at NAVSEA and NSWCCD (Carderock and Philadelphia). They fulfill similar roles, including acquisition, financial, and administrative support, for SEA 05Z (Internal Combustion Engine Acquisition and Life-cycle Support Programs), PMS325 (Ships, Boats, and Crafts Program Office), NAVSEA Installations and Equipment Office (SEA 04XI), PMS405 (Directed Energy and Electric Weapons Program), and PEO/Ships. They are also the logistics subcontractor for the NAVSEA Expeditionary Warfare Code (PMS377) and one of the engineering subcontractors for RDA CHENG. CRC provides budget and financial support directly to the customers under GSA, SeaPort and SeaPort-e contracts, as well as the Navy Marine Corps Intranet. CRC is also a trusted provider of financial management and distribution solutions, working to establish a hybrid of the latest knowledge management techniques and best practices for our customers. Additionally, CRC has become an innovator in technological advancements. Technologies, like automatic identification tags and contact memory buttons, are being used to implement major Department of Defense initiatives and they have partnered with industry leaders to create a full line of services to support leading edge efforts in these areas. CRC is also able to prototype vehicles and devices via their mechanical engineering facilities in Panama City, Florida, where their Swimmer Delivery Vehicles are manufactured. CRC is among the few small business contractors able to provide the double-threat combination of hands-on engineering expertise and demonstrable business process acuity. They pride themselves on a combination of deep experiential knowledge and customer need awareness and stand ready to use these qualities to help the Harrington Group Team meet SeaPort-e requirements.

Craig Technologies has offices in Zones 3, 4 and 5 and meets the requirements for presence in those Zones. These offices are located in Cocoa, FL, Virginia Beach, VA, and Canton, Illinois. Craig Technologies operates from remote sites and its employees support multiple contracts concurrently. Their system engineering, software development and programming experience, along with traditional IT support experience that includes configuration management, information assurance, and quality assurance, give them the capabilities required to support the Virtual SYSCOM across multiple mission areas. Craig Technologies follows SEI-CMM level 3 standards for all software development.

Craig offers comprehensive and responsive support to the Virtual SYSCOM and its diverse requirements. Craig is knowledgeable of the Virtual SYSCOM and its organizations, primary missions and functions, and the initiative to reinvent itself as a knowledge-based, e-business organization to help meet the directives of the Office of the Secretary of Defense (OSD) and Sea Power 21 initiatives. Craig has the experience, skills, knowledge, insight, and commitment to accomplish the cost, schedule, technical, and performance activities for the future.

Craig currently provides specific support to Zone 1 for functional areas 3.5-3.7, 3.10-3.12. They provide network operations and management, helpdesk operations, call centers, Web application, IBM/UNIX/Windows mainframe environment, configuration management, system administration, systems engineering, and systems enhancement and migration support for the hybrid networks and IT architectures of several federal agencies. Craig Technologies is providing Customer Support as the primary liaison between customers and DECC Mechanicsburg as they coordinate hardware and software upgrades. Craig provides Operational Support Team assistance in a highly complex, large-scale IBM Systems 390 mainframe environment, providing an Automated Operational Support billet that evaluates, installs and customizes software and hardware solutions for Windows and XP operating systems. Craig Technologies performs Database Manager (DBM) and System database administration (DBA) functions to include software installation and maintenance; building new database regions, working with the customer application DBA and CDA to troubleshoot problems with the application relative to the database environment, system and vendor soft¬ware. Craig personnel ensure the DBMS environments are monitored and alerts issued for problems that impact production, and provide all technical support including installation, maintenance and tuning of other products which are part of, or in support of the DB environment. They also provide project management support in planning and definition.

Craig’s support within Zone 3 focuses on functional areas 3.5-3.6, 3.10-3.12, 3.20. Craig Technologies performs system documentation and technical data support for all redesign release efforts associated with response system, mail merge facility, insurance matrix, and inbound data transfer efforts. Craig Technologies also designs and develops software modules and applications in support of the electronic claims system. Craig Technologies is responsible for verifying the performance of the electronic claims system along with control changes and tracking configuration of all integrated systems. Craig Technologies utilizes its own established ISO-9001:2000 and TickIT processes to ensure the processes and products used in the support of the design and development of the electronic claims system results in quality products and services. Craig Technologies performs program support including outsourced CIO, Internet Security, Budgeting, Strategic and Tactical system design and implementation, oversight of subcontractor contracts, and outsourced system hosting.

Craig Technologies’ support in Zone 4 encompasses functional areas 3.1-3.2, 3.6, 3.11-3.12, 3.20. Their efforts include research and development services and support includes assisting with operation and management of a test and evaluation laboratory, system operation and management of a local area network (LAN), data collection & manipulation & reduction, research support, and record keeping. They provide assistance with configuration of HLA Laboratory systems, participate in laboratory research and development experiments, and generate technical documentation in support of those experiments.

Craig Technologies’ performance in Zone 5 is relevant to functional areas 3.5-3.6, 3.10-3.12, 3.20. All the below taskings have been performed in support of this contract and others and provides extensive capabilities which can be directly translated to work at Virtual SYSCOM organizations.

DME Corporation provides solutions to ensure operational capability of mission critical equipment through development and production of automated test systems and training devices. DME currently employees over 300 highly qualified engineering, manufacturing and support personnel. DME's 83,000 sq. ft. corporate headquarters and high volume manufacturing facility is located in Fort Lauderdale, Florida. Their program management, design engineering, test engineering, logistics support, field services organizations and quick response manufacturing capability are housed in a modern 51,000 sq. ft. facility located in Orlando, Florida.

DME was ISO 9001:2000 registered on 26 March 1998 by British Standards Institute (BSI). Their quality system encompasses those actions necessary by all departments and individual employees to ensure delivered products, whether hardware, software, or services, conform to an established ISO 9001:2000 compliant quality system for development, production and sustainment. The ISO 9001:2000 registration effort triggered an ongoing review, enhancement, and further development of DME processes. This activity put emphasis on efficiency through: clear definition of processes, detailed work instructions for all process steps, clear assignment of responsibilities, effective record retention and identification, certification, and training. All of these contribute to the efficiency and effectiveness that are of benefit to both DME and their Customers. DME is scheduled to be AS 9100 Certified by the end of the year.

DME Corporation’s organization is structured such that each functional manager has direct access to the Vice-president and General Manager. The VP/GM reports directly to the President and CEO of the company. A major element of their program management organization is the presence of strong functional/department managers that provide resources and supporting leadership and services to the program. Functional Departments within DME support the program by:

  • Staffing the program with qualified personnel providing supporting personnel to the IPT as required to meet the technical, schedule, and cost objectives of the program task
  • Performing independent technical and quality reviews of all work performed
  • Ensuring work performed for the program is complete and verified in accordance with their ISO 9001 Quality Management System

Future Design & Engineering Corporation (FDE) is a Small Disadvantaged Business (SDB) incorporated in the State of Utah. Founded in 1995 by a team of three experienced managers with complementary disciplines in engineering, program management and contracts management, it has grown to a company of nearly fifty personnel in three locations: headquarters in Sandy, UT and field offices in Orlando, FL and San Diego, CA.

Two years after incorporation, the SBA selected FDE for certification and participation in the 8(a) program. Coming into the 8(a) program in 1997, FDE’s goals were clearly defined: grow and expand the company within the 8(a) program to develop into a thriving business that will compete and survive after graduation from the program.

To meet these goals, their business strategies were straightforward: carefully screen all business opportunities to ensure success for FDE in these ventures, learn and document processes necessary to expand capabilities, and form strategic alliances within the industry to deliver the best value to customers.

After five years, FDE had accomplished these initial goals. They have wisely selected opportunities that fit their capabilities and delivered on multiple contracts for several customers including NAVAIR Orlando. FDE continues to grow in knowledge and expertise to ensure all customers receive quality products and services. Currently FDE is staffed with 42 employees and is generating revenues approaching $3 million per year.

FDE believes that strategic alliances are necessary and beneficial. Their alliances have generated greater capabilities to complete more technically challenging tasks and deliver increased value to their customers.

FDE is performing on a number of systems contracts and has broad-based knowledge and skills in engineering and impact analysis, software and hardware design and development, software and hardware verification and modification, Engineering Change Proposal (ECP) integration, configuration management, quality assurance, technical library maintenance and development, and logistic support.

Reflective of their success and competence in these areas, supportive of myriad SeaPort-e functional areas, NAVSEA awarded FDE a SeaPort-e prime contract for Zones four and six and is a team member on multiple SeaPort-e contracts in all other Zones.

FDE will successfully graduate from the 8(a) program in the summer of 2006.

K-LO, Inc. is a Florida registered small woman owned business with goals to perform services in a wide variety of business and technological areas. Founded by a former Navy Captain with an extensive background in Business Process Reengineering, Strategic Planning, Risk Management, DOD Acquisition and Education and Training. Their mission is “to establish complete partnerships with clients to support their absolute needs to create comprehensive and economical solutions to support their growth.” The following concepts are their Guiding Principles:

Their current business revenue is supported through a single sub contract supporting the Government Service Administration Millennia Lite FA4 Contract with Computer Hi-tech Management. Under this contract, K-LO is developing the functional requirements to support the Chief of Naval Operations Sea Warrior initiative to develop a Navy enterprise wide Human Resources system. Their goal is to be the number “one” contributing team member and achieve their corporate vision “of becoming the leading professional services organization in the world.”

As an emerging small woman owned business, K-LO is structured with two levels of management, Executive and Board of Directors. The executives consist of the two owners as CEO/ HR/CFO and the COO/Executive Vice President. The corporate executives and the Vice President of Business Consulting and Vice President IT Services represent the corporate Leadership Team. At this time, the Board of Directors consists of Kris Logue CEO, Steve Gibson COO and Mr. Frank Smith.


Productivity Apex Inc. (PAI) is a Women Owned, 8a certified Company located in Orlando, Florida. Dr. Mansooreh Mollaghasemi, Chairman and CEO, founded PAI in 2001 with the goal of using sound principles of industrial engineering and operations research to help commercial enterprises and government agencies improve their productivity and maximize their efficiencies. PAI embodies a large base of knowledge in the theory and practice of each of their services and have collectively contributed to the body of knowledge through publications and conference presentations. Their staff not only identifies solutions, but also develops and implements them. PAI takes great pride in delivering results - it is what their clients’ demand of them - and it is what they demand of themselves.

In Modeling and Simulation, they specialize in developing and analyzing simulated models of real world systems to provide process and efficiency improvements. Their Data Mining applies artificial intelligence techniques to find patterns and subtle relationships in customer data and infer rules that allow the prediction of future results. PAI’s solutions are automated and tailored to the customer’s application. They make use of machine learning, statistical analysis and modeling techniques, and database technologies.

At PAI, they develop state of the art Process Optimization algorithms to optimize their clients' business performance to lead to improving overall returns. They have extensive an background in the development and application of Artificial Intelligence based algorithms, stochastic optimization techniques, multiple criteria optimization methods and linear and nonlinear optimization techniques

Productivity Apex received special recognition in 2003 as winner of both the NASA Small Business of the Year Award and winner of the NASA Achievement Award. Most recently, the Orlando Business Journal selected their CEO, Dr. Mollaghasemi, as one of the top 10 “Women Who Mean Business” in Central Florida.


Tessada & Associates, Inc. (Tessada) has provided professional services to the various Naval Systems Commands for more than 20 years. During this time period, they have directly supported Naval Sea Systems Command, Naval Air Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command and the United States Marine Corps.

Tessada graduated from the 8(a) program in December, 2004 as a small, disadvantaged business. While in the 8(a) program, they developed a legacy of providing strong logistics related support for PMS 325 over a period of ten years and, more recently, support for PMS 377. Their corporate headquarters are in Zone 2 in Springfield, Virginia and they currently have personnel supporting NAVSEA programs in Zone 2 at the Washington Navy Yard and in Zone 6 in San Diego at the National Steel and Shipbuilding Company (NASSCO) facility, providing logistics support for the production and activation of the T-AKE class auxiliary ships.

In addition to their legacy of support to NAVSEA, for the past four and one half years Tessada has been an integral part of the JS Sverdrup Naval Systems Group team at China Lake and Point Mugu where they provide engineering, logistics, and administrative support for the Naval Air Warfare Center Weapons Division missile programs. They also have staff in San Diego supporting development of aircrew training programs for the MH-60R/S weapons system.


The Harrington Group, Inc. Team has well established relationships and current SeaPort-e teaming agreements with each of the cited team partners. As previously noted, these partners represent the ability to support solicitations across the breadth and depth of the SeaPort-e requirements and offer the opportunity for numerous small veteran-owned and woman-owned enterprises to collaborate in a successful arrangement with the Government. Harrington Group has personal experience with each company, with most representing a wealth of experience in past and continuing projects in support of the military and the Navy in particular. Harrington Group believes it has assembled a team of a size which it can readily manage to the benefit of the Government, providing the requisite savings envisioned by the Navy in creating the SeaPort-E contract, all-the-while providing quality service to every aspect of the family of military needs.
